Co-creation assumes \u201can interactive and dynamic relationship where value is created at the nexus of interaction\u201d (Osborne 2018: 225). <\/p>\n\n\n\n<p>Thus, considering the Finnish pilot, we saw co-creation appearing in situations where customers and public servants are on the same level and can work together as equals, forming small teams to solve the customers\u2019 problematic situations.
