The pilot’s understanding of co-creation

In this pilot, we think that for co-creation it is crucial to involve citizens in the initiation phase, in the ideation and formulation of services, whereas in co-production, citizens take part in the implementation phase. Co-creation assumes “an interactive and dynamic relationship where value is created at the nexus of interaction” (Osborne 2018: 225).

Thus, considering the Finnish pilot, we saw co-creation appearing in situations where customers and public servants are on the same level and can work together as equals, forming small teams to solve the customers’ problematic situations. Because of the hard to reach focus group, we saw that co-creating can be met when we produce much information from focus group (profiles, interaction maps, community reporting videos).
