Best Practice Karlstad Municipality

In the Transit project we decided to highlight two best, or good, practices that have been implemented, or was about to be implemented, that we want to share with a broader audience. Our intention is to present a set of practices, practically usable in different context and different time. As the partner organisations in Transit differ contextually, we assume that potential students that engage in our e-learning modules also are active in different contexts. Karlstad municipality presented two practices that have been useful for them. Consider that Karlstad municipality has a long record working systematically with sustainable mobility and as a medium sized municipality in Sweden (approximate 100 000 inhabitants) they have access to relatively more resources than the other partner organisations. Karlstad highlighted the need of a strategic planning and governance measures that may support civil servants for a long term focus on working for sustainable mobility. “The spine comes first” was a motto taken from Karlstad. Within such policy framework they then design different types of “soft” measure and smaller cost effective activities.
